It was MOVED, SECONDED and RESOLVED to;
 
(i)Note the need for the Council to upgrade to Windows 11
operating system (O/S) for operational, performance and security
reasons.
(ii)Note the associated need to refresh a proportion of the
Council’s laptop devices to a standard that can accommodate
the software and processing power now needed for Windows 11 and
other data and AI developments.
(iii)Approve commencement of a procurement exercise via the
HealthCheck Europe framework ICT Solutions 2023 (Digital Technology
Framework for ICT Solutions 3) (or an alternative framework
approved by the Executive Director Corporate Resources in
accordance with the Council’s Scheme of Delegation) and award
of a four year contract for the delivery of c.2,600 Laptop Devices
and the upgrade of c.800 existing Lenovo devices to Windows 11 O/S
via the
Council’s Shared Technology Service (STS) with the London
Borough of Brent as the Contracting / Awarding Authority.
(iv) Approve the allocation of budget and total spend of
£4.5m for the delivery of the contract. See: Appendix 2 -
Financial Expenditure - Financial Year April 25 - April 26. This
does not include the budget for devices that are not on the
Lewisham asset register, and are therefore outside the scope of
this project
Decisions in this regard will be made by officers in accordance
with the Council’s Scheme of Delegation based on service
demand.
(v) Delegate authority to the Executive Director of Corporate
Resources (in consultation with the Director of Law and Corporate
Governance) to select the preferred providers in accordance with
the selection and award criteria published in the tender
documentation and agree and enter into the final form of the
contract provided the contract value is within the budget set out
in this report.
