To approve an extension of up to one year to the contract
with Bywaters for the sorting and sale of recyclable materials at
their MRF in Bow, East London, with an estimated net cost of
£2.2m based on current tonnages.

To approve the procurement of a new contract for the
processing of dry mixed recycling (DMR), using a materials recovery
facility (MRF) for two years with the option to extend for up to a
further two years, with the option to extend for up to 2 additional
years.
·           
To approve the award of a contract to the preferred provider
in relation to a service for the processing of dry mixed recycling
(DMR), using a materials recovery facility (MRF), provided the
contract values are within authorised limits as set out in Part 2
of this report.
·           
To delegate the decision to select the preferred service
provider following the outcome of this process to the Executive
Director of Place in accordance with the selection and award
criteria published in the tender documentation and agree to enter
into the final form of contract.
