RESOLVED:

•         Mayor and Cabinet agreed to extend the contract period for the following contractors as they have successfully delivered service and/or works during the initial contract period approved in their original Mayor and Cabinet approval. Costs are set out in Part 2 report.

o       Contract Extension 1 – The current services contract for the Repairs and Maintenance of Mechanical Services, Cold Water equipment is with HSL. The initial period for the contract was for a period of three years with an extension option of two years. All extensions have now been utilised, and the service is seeking a further extension period for 12 months until 14th September 2026 to allow a new procurement process to be completed.

o       Contract Extension 2 – Formal notice of the intent to extend the current contracts for Gas, Solid Fuel & Non-Gas Heating Servicing, Repairs, Maintenance and Installations. Lots 1 & 2 – Domestic & Commercial Heating – The current contract is for 5 years plus 5 years with BSW Heating Ltd and Smith & Byford Ltd. This is a request to utilise the permitted extension period of 5 years from 10th June 2026 – 10th June 2031.

•         Mayor and Cabinet approved officers to undertake procurement exercises to find suitable contractors to deliver works to the value set out in the Part 2 report using the procurement processes set out in this report.

o       Procurement 1 – Retrofit Assessor Consultancy Procure Plus’ DPS for Retrofit Programme Delivery Services and the awarding of contracts through mini competition through up to a value stated in Part 2 and over 5 years for energy efficiency planning, assessments, designs, evaluation and consultancy support to support regulatory compliance.

o       Procurement 2 – Retrofit Works Contractors through the Fusion 21 Whole House Decarbonisation Framework and the awarding of contracts through mini competition through the framework up to a value stated in part 2 and over 5 years for energy efficiency works to support regulatory compliance.

o       Procurement 3 – Retrofit Contractors through Competitive Flexible Procedure and the awarding of contract up to a value as stated in part 2 over 5 years for energy efficiency works to support regulatory compliance. This will be procured in compliance with the S20 process allowing leaseholder recharges delivered through this contract.

o       Procurement 4 – Procure through the Lewisham Major Works Housing Framework a contractor to enter Pre Contract Service Agreements and Latent Defect Works for 27 units (phase 1 & 2) Longfield Crescent Latent Defects Project. Estimated value as stated in Part 2.

o       Procurement 5 – Approve the use of the South East Consortium (SEC) internal and external building works framework over £1m and the awarding of contracts through mini competition through the framework up to a value as stated in Part 2 and over 5 years for medium and large sized major works projects.

o       Procurement 6 – Approve the use of the Fusion 21 Multi Disciplinary Consultancy Services Framework for specialist building surveys, engineering

•         Mayor and Cabinet approved the award of the contracts as described in the report and, provided that the contract values are within the parameters set out in the Part 2 report, delegate to the Executive Director of Housing (in consultation with Director of Law and Corporate Governance and the Head of Repairs) the selection of the preferred contractor in accordance with the award criteria published in the tender documentation and agree the final form of contract.
