Decision

MOVED, SECONDED and RESOLVED to AUTHORISE the Head of Planning to GRANT PLANNING PERMISSION, subject to completion of a satisfactory legal agreement,

- For part demolition, and alteration and change of use of the existing two storey building into a house in multiple occupation HMO (Use Class C4), together with the construction of roof extensions and lightwells to the roof, installation of an air source heat pump, provision of cycle and bin storage and all associated works at the rear of 446 New Cross Road, SE14 subject to conditions, including those set out in the report as are considered appropriate to ensure the acceptable implementation of the development.

If a satisfactory legal agreement has not been entered into by 23 November 2026, it is recommended that authority be delegated to the Acting Chief Planning Officer so they may:

(a) refuse the application with appropriate reasons if the planning legal agreement (s106) is not completed or sufficiently progressed within six months of the Planning Committee meeting (the ‘Completion Target Date’); and

(b) authorise extensions to the ‘Completion Target Date’ where considered reasonable and proper to do so in the prevailing circumstances.
