Decision

RESOLVED that the Committee:

•         noted the report outlining the reform proposals from central government and the work undertaken locally on developing the Lewisham’s LSRP with partners and key stakeholders;

•         noted that SEND reform implementation planning is an evolving process, mapping out three years of delivery in parallel to reforms being further considered by central government, following the public consultation that ended on the 18.05.2026;

•         noted that a significant amount of co-production with key stakeholders has taken place and will continue to be at the heart of planning to deliver the SEND reforms and to ensure a ‘Lewisham Experts at Hand’ (EAH) model emerges that works to support our CYP with SEND and our education settings; and

•         noted that pending the Secretary of State’s approval of the LSRPs in the autumn, up to 90% of the accumulated High Needs Block (HNB) deficit of the Dedicated Schools Grant (DSG) could be written off under the High Needs Stability Grant.
