Decision
Resolved- That Mayor & Cabinet:
1) Note that Executive Management Team approved the strategic direction, objectives and procurement principles set out in the Major Works Procurement Strategy, subject to completion of market engagement, the framework vehicle and client-capacity appraisals, and the submission of subsequent authority-to procure reports through the Council’s applicable decision-making arrangements.
2) Note that approval of this strategy by Executive Management Team does not authorise any procurement or contract award. Each substantive procurement will return for authority to procure with its defined scope, value, procurement route and evaluation model.
3) Note that if interim or contingency arrangements become necessary because an existing MTC ends before replacement routes are operational or aren’t considered suitable for certain types of work, these will be brought forward in a separate report through the Council’s applicable decision-making arrangements.
4) Note that, given the current performance and capacity of the Council's Direct Labour Organisation (DLO), it is unlikely that the in-house service will undertake major works delivery in the foreseeable future. In-house delivery remains a longer-term option for defined simple, repeatable works only, and any future proposal will require a separate business case demonstrating improved performance, competence, capacity, affordability and value for money.
