Summary
The Strategic Planning Committee refused planning permission for the proposed development at Former Lewisham College, 1 Deptford Bridge, SE8 on 24 September 2026. The decision was based on concerns regarding the height, scale, and massing of the proposed buildings, which were deemed to cause harm to the significance of local conservation areas and listed buildings. The committee also cited concerns about the development's failure to respond appropriately to the character of the surrounding area and its negative impact on residential amenity.

Decision
The Committee MOVED, SECONDED and RESOLVEDÂ
To REFUSE planning permission for the following reasons:
RECOMMENDATION (A)
1) The proposed development, by reason of its height, scale, massing and siting, would result in a moderate degree of harm to the significance of the Deptford High Street and St Paul's Church Conservation Area and the Grade II listed buildings at Tanners Hill, together with a low degree of harm to the significance of the Deptford Creekside Conservation Area, and the Grade II listed buildings at Deptford Broadway and Carrington House. The proposal would also result in harm to important heritage views that contribute to the appreciation and significance of those assets, including the loss of an identified important view towards the Grade II listed Mumford's Mill. As a consequence, the proposal would fail to adequately conserve the significance and setting of designated heritage assets. Having regard to the public benefits of the proposal, those benefits are insufficient to outweigh the identified heritage harm. The proposal is therefore contrary to Sections 66(1) and 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policies HE4 and HE6 of the National Planning Policy Framework (2026), Policy HC1 of the London Plan (2021), and Policies HE1 and HE2 of the Lewisham Local Plan (2025).
2) The proposed development, by reason of height, scale, massing, siting, layout and design of Buildings A and B, together with the cumulative impact of the taller built form across the site, would fail to respond appropriately to the character, townscape and heritage context of the surrounding area. Building B would appear dominant and create an abrupt and unjustified transition in scale, whilst Building A would appear as a visually prominent and incongruous feature within a number of important townscape and heritage views. As a result, the development would cause harm to the character and appearance of the area, erode the prevailing fine-grain historic townscape, and fail to integrate successfully with its surroundings, contrary to Policies DP3 and S4 of the NPPF (2026), Policy D9 of the London Plan (2021), and Policies QD1, QD4, QD6 and HE1 of the Lewisham Local Plan (2025).
3) In the absence of a completed planning obligation pursuant to Section 106 of the Town and Country Planning Act 1990 (as amended), the proposed development fails to secure the necessary mitigation and planning obligations required to make the development acceptable in planning terms, thereby failing to mitigate the impacts arising from the development, contrary to Policy DM3 of the NPPF (2026), Policy DF1 of the London Plan (2021), and Policy DM2 of the Lewisham Local Plan (2024).
And with an additional refusal reason as follows:
4) The proposed development, by reason of the height, scale and siting of Buildings C and D in close proximity to the residential moorings on the Theatre Arm of Deptford Creek, would result in substantial reductions in daylight and sunlight to a number of existing residential receptors, thereby causing unacceptable harm to the living conditions and residential amenity of their occupiers. The proposal would therefore be contrary to Policy P3(2)(b) of the National Planning Policy Framework (2026), Policy D6 of the London Plan (2021), and Policy QD7 of the Lewisham Local Plan (2025).
RECOMMENDATION (B)
Subject to no direction being received from the Mayor of London and the Secretary of State, to issue a decision notice to refuse planning permission.
