Purpose
This report seeks approval to adopt the Lichfield City Centre Shopfront Design Code. The Code establishes clear design requirements for shopfronts, supporting high quality design, heritage-led regeneration, and the protection of the city’s historic character. It will provide consistent guidance for applicants, businesses and planning officers, improving clarity and decision-making.
Decision
The Cabinet:
- 1 Recommended to Full Council the adoption of the Lichfield City Centre Shopfront Design Code as a Supplementary Planning Document (SPD) to support implementation of existing Local Plan policies.
Alternative options considered
1. Do Not Adopt
Retain existing policy, resulting in continued inconsistency, limited improvement, and an inability to prevent design creep.
2. Delay Adoption
Postpone adoption, delaying benefits and preventing adoption as an SPD within the required timeframe.
3. Adopt Without SPD Status
Adopt the Design Code as guidance only, limiting its material weight and effectiveness in decision-making.
