The Cabinet:

1. 1 Approved the following CIL allocations:

·       £100,000 to Wigginton and Hopwas Parish council towards the delivery of Hopwas Community Park

·       £7,500 to Lichfield Rugby Union Football Club Ltd towards the delivery of Inclusive Access

·       £13,000 to Lichfield Squash Club towards the delivery of Courts Refurbishment Project

·       £11,500 to Lichfield Rugby Union Football Club Ltd towards the delivery of Borehole and pitch maintenance sustainability

·       £55,480 to Lichfield City FC towards the delivery of car park and pedestrian safety and accessibility

·       £100,000 to Shenstone Playing Fields towards the delivery of Play Area Refurbishment

·       £45,000 to Shenstone Playing Fields towards the delivery of Changing Room Refurbishment

·       £108,400 to Lichfield Rugby Union Football Club Ltd towards the delivery of Floodlights

·       £34,584 to Elford Cricket Club towards the delivery of Outdoor Practice Nets Replacement

·       £80,000 to Drayton Bassett PC towards the delivery of BMX Track and Sports Playing Fields

·       £151,000 to The Friary School towards the delivery of Cricket Pavillion

·       £35,000 to Shenstone Parish Council towards the delivery of Calder bridge replacement

·       £27,500 to Tamworth Cricket Hockey & Squash Club Limited towards the delivery of Tamworth Squash Club Renovation Project

·       £12,082 to The Hub at St Mary's towards the delivery of IT & Organisational Infrastructure Project.

1. 2 Recommended to Council to add budgets of £781,046 funded by CIL to the Medium-Term Financial Strategy Capital Programme in 2026/27 to fund these allocations.
2. 3 Extended the in principle allocation of Strategic CIL funding to Burntwood Town Council for the delivery of a pump track for a further 6 months until March 2027.

Reasons for the decision

The purpose of this report is to update Cabinet on the recent strategic Community Infrastructure Levy (CIL) application process and seek approval to allocate £781,046 of strategic CIL funding to 14 applicants. It outlines the evaluation process undertaken by the Strategic Infrastructure Group (SIG) for applications received in April 2026. The next strategic CIL application round is expected to open in October/November 2026.

Alternative options considered

Cabinet could choose not to allocate funding at this stage and instead continue to build the CIL balance for a future round. This could allow funding to be directed to projects that were unsuccessful this time or to new applications.
