Purpose

As detailed in the report.

Decision

1.   
That the issuance of the contractual instruction to Balfour Beatty
under the terms of the existing two-stage contract to proceed with
the construction of the NHRR, subject to confirmation by the
Department for Transport that the Full Business Case is approved,
be approved; and
 

2.   
That authority be delegated to the Executive Director of Place, in
consultation with the Executive Councillor for Highways and
Transport, to negotiate minor changes to the existing contract with
Balfour Beatty and enter into a Deed of Variation in respect of the
existing agreement.
