Decision

  1. That the business cases contained within Appendices A – O of the report be submitted to the Greater Lincolnshire Combined County Authority for consideration under the Local Transport Grant programme.
  2. That it be noted that the business cases represent schemes at varying stages of development and have been prepared for the purpose of securing funding rather than authorising project delivery.
  3. That it be noted that, should funding be secured, individual schemes would be subject to further development, appraisal and governance processes, including, where required, approvals relating to planning, land acquisition, procurement and construction activities.
  4. That it be noted that the current intention is that all proposed schemes, except Spalding Western Relief Road Section 1, would be fully funded through Local Transport Grant allocation and that no Lincolnshire County Council borrowing is proposed.
  5. That authority be delegated to the Executive Director for Place, in consultation with the Executive Councillor for Highways and Transport, to make minor amendments to the programme prior to submission where required by the Greater Lincolnshire Combined County Authority.
