Purpose
Highways, Traffic & Safety Policy (TSP) and Street Works &
Permitting require specialist Pool Cars and Inspection Vehicles
to support statutory and frontline operational duties across
Lincolnshire. These vehicles are essential for:
• Routine and reactive highways inspections
• On-site safety assessments and traffic management checks
• Street Works and Permitting compliance visits
• Travel between multiple sites to meet statutory response times
The vehicles currently in use will reach the end of their
operational lease in June 2026 and September 2026, and
replacement is required to ensure service continuity, safety, and
compliance. The total requirement is:
• 8 vehicles for Local Highways
• 6 vehicles for TSP
• 1 vehicle for Street Works & Permitting
(15 vehicles in total)
The procurement was undertaken via the CCS Fleet Portal, a compliant national framework for vehicle leasing. A vehicle search was conducted using the preferred specification, producing a list of eligible suppliers and associated pricing. To ensure competitiveness and demonstrate value for money, three suppliers were contacted to provide their best pricing. Kinto submitted the most competitive offer, with an 18week lead time.
The total contract value, based on 15 Vehicles leased over a 4-year period at £409.00 per month per vehicle, inclusive of maintenance and tyres is £294,480.00
Decision
Approval is sought to award the contract for the Provision of Pool Cars / Inspection vehicle on a 4-year lease agreement
Alternative options considered
Do nothing / extend existing vehicles
Rejected — current vehicles’ leases expire in 2026 and considered and rejected by the decision maker.
extending carries increased maintenance risk, reduced reliability, and higher cost exposure.
Procure outside CCS
Rejected — the CCS Fleet Portal provides compliant access to pre-approved suppliers and competitive pricing. An alternative route is unnecessary and would not improve value for money.
