Decision

1. That the Authority accepts the allocation of £34millon of Brownfield Housing Fund to the Greater Lincolnshire Combined Authority comprised of a £16.5m allocation for 26/27 financial year and an allocation of £17.5m for subsequent years subject to funding availability.
2. That the high-level approach set out in the report for administering and granting the BHF to the most appropriate schemes and the Prospectus be approved.
3. That it be noted that a future report will be brought to the Combined Authority seeking approval of the final schemes
4. That risks relating to the viability of the future housing market and the potential for developments not to proceed are considered in the design and development of proposals, alongside the management and oversight of funding allocations.
5. That it be recommended that viability Assessments are to be undertaken during the assessment stage.
6. That funding for any sites supported by the Authority be contingent upon a clear understanding of the local allocation, and that priority access to housing be given to local residents
7. That all brownfield sites identified are within the approved or emerging Local Plan, with the exception of any sites designated as part of new towns
8. That a clear policy be developed to distinguish between social rent and affordable housing, ensuring that applications can be easily identified and appropriately determine.
