Purpose

Entering into the contract will enable:-

• Vital repairs to Lincoln Castle Walls
• The management of safety and conservation risks relating to condition deterioration.

Decision

This Statement of Decision concerns Lincoln Castle Wall Repair Project – Phase 1 (as described in the approved Executive report).
Purcell have been used as a specialist heritage professional services provider for the Castle Walls project. They have been in contract for the preconstruction (design) stage, and a decision is now sought to enterinto a Professional Service Contract for the construction stage of Phase 1 to enable seamless professional services support for Phase 1 of the Castle Repairs Project.

Approval is sought to award the following contract :-
A Professional Services Contract (PSC) to Purcell Architecture Ltd – Architect Masterplanners and Heritage Consultants.

The PSC with Purcell will be accessed by direct award via the Pagabo framework – Lot 15.
This contract is a standard NEC4 form of contract, with standard Z / boilerplate Clauses that have been recommended by Legal Services concerning GDPR, modern slavery etc.

The PSC scope includes the following specialist services/consultancy/ surveys:-

• Architectural and Heritage
• Structural Engineering
• Heritage Sector Cost consultancy
• Ecology
In relation to the following scope of repairs to the:

• East Wall
• Observatory Tower
• Lucy Tower
• Stone masonry repairs across the internal walls

Full Council approved a capital budget of £1.9 million for the Lincoln Castle Wall Repairs project on 20 February 2026. The costs for this contract will be met from this approved budget.

Alternative options considered

• potential partial/ closure of the site,
• impact on events, public and Crown Court access
• non-compliance with conservational statutory duties.
