Purpose

Following discussion at the Growth Scrutiny Committee meeting
on 23 June 2026, and subsequent decision made by the Leader
of the Council (Executive Councillor: Growth) Cllr S Matthews,
the Assistant Director for Growth, Justin Brown, has put forward
these changes to address comments made by Members
regarding suggested improvements to the Scrutiny Committee
Performance Framework 2026/27 (Growth).

Decision

Amend two Key Performance Indicators (KPIs) in the Scrutiny
Committee Performance Framework 2026/27 (Growth) as
follows:
PI 97
Amend the KPI name from “The number of businesses helping
us to shape service provision through the Lincolnshire Forum
for Agriculture, and the Lincolnshire Defence cluster.” to “The
number of businesses helping us to shape service provision
through the Lincolnshire Forum for Agriculture, Team
Lincolnshire, and the Lincolnshire Defence cluster.” to include
“Team Lincolnshire”.
Amend the Target description from “Lincolnshire County
Council will seek to regularly engage with specialist
businesses through the Defence Cluster, and Forum for
Agriculture to enable officers to shape services that help
businesses to grow.” To “Lincolnshire County Council will seek
to regularly engage with specialist businesses through the
Defence Cluster, Team Lincolnshire, and Forum for
Agriculture to enable officers to shape services that help
businesses to grow.” To include “Team Lincolnshire”.
Amend the target from “175” to “300” to account for the
widened scope of the KPI to include Team Lincolnshire
figures.
PI 75 - amend the KPI name from “The number of small
business tenants provided with accommodation support in
the council’s portfolio of economic properties.” to “The
number of small business tenants in the council’s portfolio of
economic properties.” to remove the words “provided with
accommodation support”.
