Purpose

Entering a construction contract at Scothern Ellison Boulters as
soon as possible will ensure the project begins quickly and
works can be carried out during summer holidays to
significantly reduce the disruption for the school.

Decision

This Statement of Decision concerning Scothern Ellison
Boulters Primary School is seeking approval to enter a
contract to complete a 72m2 extension to the 200m2 existing
playground to provide the school with a usable playground for
KS1. Please see drawing attached in the background
documents section.
There is also a requirement to remark the existing playground
to match the new playground extension.
This is the first part of a larger proposal to develop the school
to increase their PAN (Published Admission Number) over the
upcoming years.
The project has been procured in accordance with
Lincolnshire County Council’s Contract and Procurement
Procedure Rules, using a restricted tendering process. The
works contract will be let using a standard form JCT contract
(Joint Contracts Tribunal), providing an established
contractual framework for the delivery of the project.
Funding is sourced from Section 106 allocation that is
available for this project. No further funding is required from
the council as S106 covers all costs.
The technical support fee covers all design, coordination and
procurement activities associated with the project. This
includes Building Surveyor and Civil Engineer input from
project inception through to delivery, including consideration
of drainage, topography, tree roots and other site constraints
to maximise the extension footprint and minimise disruption.
The fee also includes Quantity Surveyor services to verify
construction costs and ensure value for money.

Alternative options considered

Alternative options were considered for size and orientation of
the playground however these were rejected due to significant
cost increase due to constraints such as tree roots and drainage
issues.
