Purpose

• The Executive Director of Children’s Services approved the award of places on the LCC Training Framework on 26th June 2026. This included the award to Wellbeing International Limited following their successful bid to join the Framework under Lots 5 and 6.
• Wellbeing International Limited was the only supplier who identified they could provide IAIM Accredited Baby Massage Training which was a one of LCC’s training requirements identified under Lot 5 (Early Years) – Lot 5B and 5C.
• In accordance with Schedule 6, Clause 2.3 (a) (i) of the LCC Training Framework (Direct Award Process), the Council may make a direct award where there is only one eligible supplier who has expressed an interest to participate within a specific Lot (in this instance Lot 5B and 5C).
• The IAIM Accredited Baby Massage Training shall include initial training (for delegates who have not previously undertaken the training (Lot 5B) and refresher training (Lot 5C).
• The earliest years (from conception to Reception) shape lifelong trajectories for health, education and wellbeing’ in particular the first 1,001 days. LCC Children’s Services places a strong importance on investing in early intervention and preventative services, including services that support children in their early years to have the best start in life. This includes Baby Massage sessions delivered in Lincolnshire’s Best Start Family Hubs and children’s centres.
• This Call-Off Contract shall be funded through the Best Start Family Hubs Programme and supports the Perinatal Mental
Health and Parent Infant Relationships workstream of that Programme.

Decision

That the Executive Director of Children’s Services approves the award of a Call-off Contract with Wellbeing International Limited for the provision of International Association of Infant Massage (IAIM) accredited Baby Massage training. This is in accordance with Schedule 6, Clause 2.3 (a) (i) of the Direct Award Process of Lincolnshire County Council’s (LCC) Training Framework.
The contract will commence from 1st September 2026 until 31st March 2029. The maximum overall value of the contractual agreement is anticipated to be up to a maximum of £14,000 excluding VAT or £16,800 including VAT. However, this will be dependent on the number of delegates requiring training over the lifetime of the Contract.

Alternative options considered

Do nothing. IAIM accredited Baby Massage training has been identified as a requirement by LCC. To do nothing will mean the Council cannot continue to offer Baby Massage sessions within Lincolnshire’s Best Start Family Hubs and children’s centres. This will impact parents/carers and babies who would benefit from the Baby Massage sessions.
