Decision
I038736 Decision - Scrutiny Committee Performance Framework
2026/27 (Adult Care and Health
Amend the target for a Key Performance Indicator (KPI) in the
Scrutiny Committee Performance Framework 2026/27 (Adult
Care and Health) as follows:-
PI 31 Number of alcohol users that left specialist treatment
successfully
Increase the target from 230 to 380 successful completions.
Since being established as the treatment provider for
Lincolnshire on 1 April 2024, the service has delivered a
sustained improvement in successful treatment completions.
Performance has increased from 240 successful completions
in 2022 to 372 in 2025, with 391 successful completions
achieved in the most recent 12-month period (July 2025 to
June 2026). This improvement has been achieved despite a
substantial increase in the number of people accessing
treatment, rising from 951 individuals in 2022 to 1,315 in the
latest reporting period.
The new target of 380 successful completions reflects an
ambition to maintain this significantly improved level of
performance while recognising the importance of sustaining
quality, workforce stability, and positive outcomes for people
in treatment. The target remains substantially above historical
achievement levels and is consistent with recent performance
trends, demonstrating an expectation that the service will
continue to deliver strong recovery outcomes.
The new target also acknowledges the increasing complexity
of need among people accessing treatment, continued
growth in demand, and wider system pressures currently
affecting treatment services nationally and locally. Setting a
target slightly below the most recent year's performance
provides a realistic and evidence-based basis for consolidating
recent gains, supporting service stability, and maintaining a
focus on high-quality interventions that enable individuals to
achieve and sustain recovery.
Performance will continue to be monitored throughout the
contract period, with the target reviewed at the end of
2027/28 to ensure it remains appropriate, reflects emerging
evidence, and supports continuous service improvement.
Previous performance:
Jan - Dec 2019 274/817 (34%) Successful completions
Jan - Dec 2022 240/951 (25%) Successful completions
Jan - Dec 2025 372/1238 (29%) Successful completions
Now: July 2025 - June 2026 391/1315 (30%)
Alternative options considered
