Purpose

Approval is sought from the Combined Authority to allocate the new housing retrofit funding received from the Department for Energy, Security and Net Zero (DESNZ).

Decision

RESOLVED – That in relation to Housing Retrofit:

(a)         the new Housing Retrofit funding described in this report in sections 3.3 to 3.5 be accepted;

(b)         the application for an additional £5m for the Warm Homes Local Grant fund be noted;

(c)          the expansion of the Warm Homes Social Housing Fund consortium to enable the inclusion of any Registered Provider with homes within the Liverpool City Region be approved;

(d)         delegated authority be granted to the Executive Director of Investment and Delivery to submit a proposal to the Department of Energy Security and Net Zero for funding to carry out a pilot of plug-in solar panel technology;

(e)         delegated authority be granted to the Executive Director of Investment and Delivery in consultation with the Treasurer, Monitoring Officer and Cabinet Member for Housing and Strategic Planning to enter into contracts and other agreements as may be required to deliver housing energy efficiency measures through the Warm Homes Local Grant, Warm Homes Social Housing Fund, Photovoltaic and Batter Fund and Warm Homes Solar Plug-in pilot.
