Purpose
Appointment of the most advantageous contractor (single supplier) following a mini competition for P-0878 Mancunian Way VRS (safety barrier replacement central reservation) project.
Value to be confirmed once the mini comp’s have been received February 2026 and evaluated, likely to exceed £500k.

Decision
The appointment of a Provider to provide replacement construction services to safely and efficiently remove and replace the existing Central Reserve legacy vehicle restraint systems on the Mancunian Way Bridge.
The Vehicle Restraint System (VRS) replacement barrier to replace the existing central reserve restraint systems along the full length of the Mancunian Way. The existing infrastructure has reached the end of its operational lifecycle.
Following a competitive tender exercise, a provider has been selected. The contract period will be for 7 months. It is intended for the contract to commence on 19th August 2026.
The contract includes a range of Key Performance Indicators (KPIs) that will be monitored and reviewed on a weekly basis by the service management team responsible for overseeing highway maintenance contracts. In addition, the supplier's social value commitments will be actively monitored throughout the contract term, supporting the successful delivery of the commission.
The in-house service does not have the capacity or specialist expertise required to undertake this specialist work.
