Purpose

To award a temporary contract or a contract variation for housekeeping of the Our Town Hall. This arrangement will be a temporary measure prior to a longer-term contract, for which a procurement exercise is expected to commence in 2027.

Decision

To vary the Council’s contract with Mitie (who are responsible for security services across the Council’s estate including the Town Hall) for housekeeping contract for Our Town Hall.

This is a temporary contract to ensure housekeeping arrangements are in place for the Town Hall opening and to cover the time needed to run a competitive exercise for a longer-term contract. That procurement can only take place following the completion of the Town Hall refurbishment. A public notice has been published to alert the market to this future procurement, which can be found here: Housekeeping contract for Our Town Hall - Find a Tender)

A delivery model assessment was conducted and discussed at the Major Contracts Board. This included consideration of an insourced model. However the option for an outsourced model carried least risk for the Council.
