Purpose

Decision
Cabinet
1) NOTED the update on Asset Development programme and the position following
the recent notification from the ICB regarding their intention to pause
progress on the second GP practice.
2) ENDORSED the proposed development and commercialisation proposals for Parkside
as set out in the report noting that more detailed proposals relating to
Phoenix House, including business case, will be subject to a subsequent report.
3) NOTED that to support the aspirations of the Asset Development Programme, the
Council’s Community Support Hub and the Civil Enforcement Officers will be
relocated from Phoenix House to the Parkside building.
4) In advance of the receiving the business case for
Phoenix House, and to ensure the Council meets its existing asset management
obligations, NOTED the requirement to replace of the heating and hot
water systems at Phoenix House.
5) In preparation for receiving the business case
relating to Phoenix House, NOTED efforts made to settle long standing
service charge debts, and the proposed approach to settling those debts and to
approve the partial write off now required as set out in exempt Appendix B.
6) APPROVED the utilisation of the remaining Asset Development Programme Capital
budget to fund:

the
proposed redevelopment of Parkside, currently at RIBA Stage 2;
·
the
transfer of the Council teams from Phoenix House, and;
·
the
replacement of the heating system at Phoenix House.
7) DELEGATED AUTHORITY to the Director for Place and Prosperity, in
consultation with the Director for Corporate Resources and the Leader to make
any necessary changes to the design, within the principles and parameters set
out in the report, ensuring the available budget is not exceeded, progress to
completion; and enter in any necessary legal agreements for:

the
proposed redevelopment of Parkside, currently at RIBA Stage 2;
·
the
transfer of the Council teams from Phoenix House, and;
·
the
replacement of the heating system at Phoenix House.
