Purpose
To secure Portfolio
Holder approval to transfer £50,952.58 S106 Off-Site Sports
contribution to Clipstone Miners Welfare Trust for the purpose of
progressing the sports and community facility project at the former
Clipstone colliery site as part of the regeneration of the
site.
Decision
That £50,952.58 S106 Off-Site Sports contribution be
transferred to Clipstone Miners Welfare Trust; and that a
budget of £50,952.38 is added to the Capital Programme,
financed by the S106 receipts
agreement references AG1123 Off-site Sports to pay Clipstone Miners
Welfare Trust (CMWT) to progress works to deliver a sports and
community hub at Mansfield Road, Clipstone (the former colliery
site) as detailed in this report.
Reasons for the decision
To approve the
recommendation to allow the CMWT to continue with plans to deliver
a sports and community hub. The facilities will enhance the quantum
and quality of sports and community uses to accommodate growing
demand and meeting a range of Community
Plan objectives linked to:- improve health and wellbeing; raise
peoples’ skills levels and create employment opportunities
for them to fulfil their potential; reduce crime and anti-social
behaviour; protect and enhance the district’s natural
environment and green spaces; celebrate and invigorate community
spirit, pride of place and a sense of belonging.
Alternative options considered
There are limited
other alternatives within the village available at the current time
to accommodate sports provision. The only alternative therefore
would be to return the S106 receipts to the developer, which would
mean the community missing the opportunity of enhanced community
facilities through improved sports provision.
