Cabinet agreed to:
 

i) 
Acknowledge the significant success of the City in bringing forward
development and regeneration in the Urban Core.

ii) 
Endorse the principle of a new investment strategy for ADZ income
to be developed, based on the original City Deal, and approve
funding of up to £350,000 to prepare regeneration framework
and development pipeline.
 

iii) 
Endorse the development of a joint Strategic Regeneration Framework
with joint partners. With a view to working with wider public
sector partners, in jointly developing the Newcastle-Gateshead
Mayoral Development Zone strategy and potential delivery
vehicle(s), including defining the benefits afforded by a Mayoral
Development Zone or Corporation.
 

iv) 
Delegate to the Chief Executive, in consultation with the Leader,
the establishment of a strategic regeneration board.
 

v) 
Endorse the Council engaging North East Combined Authority (NECA)
and Homes England in jointly developing a future pipeline of
projects in response to funding announcements made at the Spending
Review, and endorse that the Leader, on behalf of the City, work
with NECA, Gateshead Council, HM Government, Homes England and
other partners and investors locally, regionally and nationally, to
facilitate the bringing forward of regeneration and the attraction
of investment to the Urban Core.
 

vi) 
Note Government approval of a £121.8 million funding package
to support the regeneration of Forth Yards.
 

vii) 
Delegate authority to Assistant Director Planning in consultation
with the Portfolio Holder to prepare and consult on any necessary
supplementary planning documents/masterplans and supporting
evidence to support the Strategic Regeneration Framework.
 

viii) 
Approve the Forth Yard Vision Supplementary Planning Document (SPD)
The Visioning Principles (Appendix 1 of the report) and delegate
authority to the Assistant Director Planning to undertake further
consultation on the draft SPD.
 

ix) 
Delegate authority to the Assistant Director Planning to undertake
the Forth Yards Masterplan Strategic Environmental Assessment
screening and consult the statutory bodies and to prepare a
Strategic Environmental report, if needed.
