Purpose

Newcastle City Council is developing a new
annual Winter Festival to be delivered in the city centre starting
in December 2025. The event will enhance the city’s festive
offer, contributing to the winter economy by increasing footfall
and encouraging overnight stays.

This report outlines the need for artistic expenditure for the
Winter Festival and to be managed under direct awards, using the
procurement exemption for the creation or acquisition of unique
works of art or artistic performance.

Authorise the award of
contracts totalling up to £200,000 from the Winter Festival
2025 budget to be distributed across approximately 15 companies
forming the curated creative programme.
Authorise Chief
Finance Officer and Assistant Director Legal Services to complete
necessary paperwork.
