Proposal to Establish a Charitable Arm of the Newcastle Music Service
September 21, 2026 Cabinet (Cabinet collective) Key decision Approved View on council websiteFull council record
Purpose
The report will seek Cabinet approval to establish an independent charitable arm of Newcastle Music Service, to be known as Newcastle Music. The charity will enable access to external grant funding, donations and fundraising opportunities that are not currently available to the Council. Additional funding will support and extend musical opportunities for children and young people across Newcastle, particularly those facing barriers to participation, including children with SEND, care experienced children and those experiencing financial disadvantage.
Decision
Summary
Consideration was given to a report which proposed the establishment of a charitable arm of the Newcastle Music Service.
Decision
That Cabinet agreed to approve the setting up of a charitable arm of the Music Service, ‘Newcastle Music’, to be run in line with Charity Commission regulations.
Reasons for the Decision
As a Council organisation, the Music Service is unable to access a range of grants from trusts and foundations. A charitable arm allows access to these funding streams, which would enable us to target and extend provision and reduce barriers to music.
Alternative Options Considered and Rejected
Partnering with an existing charitable organisation, however such a partnership would see a proportion of grant income being used to support administrative posts. Whereas Newcastle Music Service already has the existing infrastructure so that more income would be spent directly on opportunities for Newcastle children and young people.
Declared (Cabinet Member) Conflicts of Interest
