out in the report and its appendices Cabinet RESOLVED to Agree:
i)
To the implementation of the proposed Borough Wide PSPO for Alcohol
Control (Appendix A) (commence 23 February 2025, expire 22 February
2028)
ii)
To the implementation of the proposed Borough Wide PSPO for Dog
Control (Appendix B) (commence 23 February 2025, expire 22 February
2028).

a)
Alternative ASB powers to tackle these concerns include community
protection warnings and notices, however these tools usually
require more lengthily process, whereby the PSPO itself enables the
Officers to take immediate action to address the anti-social
behaviour as it is taking place, including forfeiture of alcohol
containers.
b)
We have identified several areas of improvement based on the
enforcement of the previous PSPOs. As such and if approved, we will
be introducing a refined monitoring and intervention tool which
will enable Officers to record accurate actions, such as referrals,
warnings, seizures and statutory notices. In support of the new
NICE enforcement model already introduced, we will be liaising and
working with the Police and Licensing colleagues to ensure that
Officers receive appropriate training around PSPO enforcement. We
will also continue to target our resources to hotspot areas during
our regular Partnership Days of Action.
