Item 4: Call In of
Cabinet Decision: Manor Park Gym – Capital Fit
Out
 
i) 
That the Cabinet Decision on 16
September 2025 concerning Manor Park Gym be referred back to
Cabinet for reconsideration.
 
ii) 
That the reasons for the referral to
Cabinet be noted, as follows:
 
1. 
Financial
appraisals
Noting various observations, the
Committee expressed concerns about robustness and detail of
financial documentation. The Committee was not satisfied that
comprehensive financial appraisals had been undertaken to justify
the £2.1 million expenditure on the facilities and equipment.
The Committee recommended that Cabinet review this;
and
2. 
Exploration of Alternative
Options
The Committee further expressed
concerns about the exploration of alternative options. The
Committee was not satisfied that alternative funding sources other
than the public purse had been explored or found to financing the
fit out. The Committee recommended that Cabinet undertake review of
this.
