For the reasons set out in this report and its
appendices, Cabinet RESOLVED to Agree to:
 
i) 
Consider and respond to the Report and recommendations, as endorsed
by the Overview and Scrutiny Committee on 23 October 2025. In
accordance with statute and the Council’s Constitution, the
Cabinet should now respond, indicating how it has taken into account the scrutiny recommendations;
ii) 
Provide an Executive Response to the recommendations made.
