Decision

For the reasons set out in this report and its
appendices, Cabinet RESOLVED to Agree to note:
 

i) 
The final report of Capsticks LLP into Consumer Standards
Compliance and the recommendations therein as set out in Appendix
A.

ii) 
The recommendations in the Capsticks LLP final report will further
inform the Council’s Housing Services Improvement Programme
and accountability across the organisation.

iii) 
This report will be circulated to all members, as well as formally
sent to the Council’s Overview and Scrutiny Committee, Audit
and Governance Committee, Housing Strategic Improvement Board and
the Newham Transformation and Improvement Board alongside the
Regulator of Social Housing.
 
Alternatives
considered
 
a) 
Do nothing: given the C4 rating, it is important that the Council
understand the root cause of the C4 rating to reach compliance with
the Consumer Standards. Publishing the Investigation report from
Capsticks LLP ensures ethical and transparent governance.
