Purpose

The report will
seek approval from Cabinet to award a contract for refurbishment
and cyclical decoration works to the block.
 

Decision

For the reasons set out in this report and its
appendices, Cabinet RESOLVED to Agree to:
 

i) 
The award of the Hamara Ghar Refurbishment, Modernisation and
Retrofit Contract to Mulalley & Co
Ltd by way of a direct award call off under the LHC Refurbishment
and Modernisation (RM3) Framework in the sum of £8.1m.

ii) 
Make a total estimated budget provision for the project of
£9m including additional costs as set out in 4.5 below to be
met from uncommitted capital allocations within the Retrofit
Programme Budget.

iii) 
Delegate authority to the Corporate Director of Inclusive Economy,
in consultation with the Cabinet Member for Council Housing
Improvements, to agree variations within the overall budget of
£9m, referred to at 2.2. above.
 
Alternatives
considered
 

a) 
Undertake the works in-house – not an option; the
Council’s in-house repair and maintenance team, RMS, does not
have the capacity to undertake works of this nature.

b) 
Do not award - not an option as this will result in the failure to
meet the council's obligations as landlord.
