Purpose

Stratford Library has suffered from historical under-investment with regards to its planned preventative maintenance programme. As a result, several mechanical and electrical systems within the building require urgent upgrades to improve the environment for our residents and teams; and to ensure that health and safety and statutory compliance standards are met.

This report seeks approval to start a procurement exercise to source a contractor to undertake the mechanical and electrical works required, this includes.

·  Upgrades to the (HVAC) Heating, Ventilation and air conditioning systems

·  LED lighting upgrades

Decision

For the reasons set out in this report, Cabinet RESOLVED to Agree:

i)  The approval of a procurement exercise to secure a contractor to upgrade the mechanical and electrical infrastructure at Stratford Library, via a capital investment and external grant contribution.

ii)  Use of the grant contribution from the Carbon Offset Fund of £0.531m, to deliver the project.

iii)  To delegate authority to the Corporate Director of Inclusive Economy and Housing to award the contract to the successful contractor to carry out the works.

Do nothing

Not recommended – as the heating and cooling system is at the end of its life. Failure to carry out these works will lead to non-compliance with statutory legislation, further deterioration, costly repairs, service disruption and complaints from residents.

Different procurement route - Framework

Procurement have reviewed framework options and there are no suitable frameworks on which all the recommended contractors are listed
