Purpose

The purpose of this report is to inform Cabinet of lessons learnt from a recent decision by the Local Government and Social Care Ombudsman regarding a resident and their Disabled Freedom Pass applications. It outlines the measures and actions being taken, as well as those proposed for the future.

For the reasons set out in the report and its appendices Cabinet RESOLVED to Agree:

i)  The decision of the Local government and Social Care Ombudsman set out in Appendix A and details of the lessons learnt and insights gained by the Council outlined in this report.

ii)  The accompanying action plan set out in Appendix C, and the designated timelines for completion of those actions.

iii)  That a retrospective review of unsuccessful Disabled Freedom Pass applications will be conducted as far back as 2013, to assess those applications in line with our new Disabled Freedom Pass Policy.
