Purpose

Following the implementation of phase one of
the new Council's Operating Model on the 1 August 2022 to align the
organisation behind our Building a Fairer Newham ambition, senior
management reviews within the Resources and Inclusive Economy,
Strategic Housing Delivery and Culture directorates have been
conducted to ensure strategic resource is in place to deliver
greater organisational coherence and capability and to create the
critical organisational capability required to deliver our Building
a Fairer Newham Corporate Delivery Plan priorities.
 
This report sets out the proposed changes to
the Resources and Inclusive Economy, Strategic Housing Delivery and
Culture directorates senior management structures and seeks
approval for the creation of two new Director posts which are:
 
Director of Corporate and Business Support
Director of Culture

For the reasons set out in
the report and its appendices Cabinet RESOLVED to Agree:
 

i) 
The creation of two Director posts:

Director of Culture

· 
Director of Corporate and Business Support.

 

ii) 
To note the Director of Culture role would be funded through the
Culture Strategy budget established in 2022/23 (and which is
currently being used to support Borough of Culture bidding
activity).

a) 
The alternative option is to keep the existing senior management
structure. This option does not enable the Council to utilise the
opportunity to address the critical capability gaps which (if
unaddressed) will hamper our ability to deliver our Building a
Fairer Newham ambition. In a period ahead that holds numerous and
heightened challenges for our residents it would be remiss to
overlook the possibilities to reshape.
