Decision:
 

For the reasons set out in the report and its appendices Cabinet
RESOLVED to Agree:
 
i) 
To proceed with the demolition and rebuilding of 10
Victoria Street to provide 122 new homes, in accordance with the
recommendations in appendix 1; including bringing an additional
report to cabinet to approve delivery pre-procurement.
 
ii) 
To delegate the procurement of consultants (to
develop the scheme from RIBA 3 to completion up to the value of
£3m) to the Corporate Director Inclusive Economy and Housing
in consultation with the Cabinet member for Housing Services and
the portfolio lead for Inclusive Economy, Housing Delivery and
Climate Emergency; and Performance and Transformation.

 

Alternatives Considered

 
a) 
 The December 2022 Cabinet
paper provided a range of alternative options (such as modifying
the existing building) and the recommendations agreed by Cabinet
have been progressed within this report.
 
b) 
Throughout this report and in the options appraisal
at appendix 1 is a comparison between the recommended new build
option and the refurbishment option.
 
c) 
To do nothing is an option that will renege on
political and policy commitments regarding the future use of
temporary accommodation and the occupiers of Victoria Street
however has been considered considering the council's financial
position.
