Outline planning application with all matters
reserved for the demolition of existing buildings and the erection
of a phased development of:- up to 650 new, replacement or
retrofitted homes (Use Class C3) - up to 2,500sqm GIA of
commercial, business and service floor space (Use Class E)
including up to 200sqm GIA of hot food takeaways (Sui Generis Use)
- up to 750sqm GIA of commercial, business and service (Use Class
E) or local community (Use Class F2) floor space - up to 2,100sqm
GIA for a health hub (Use Class E) - up to 250sqm GIA of
nursery/local community floor space (Use Class E (f) /F.2(b) up to
50sqm GIA for bus welfare (Sui Generis Use) and associated
open space, public
realm, landscaping, servicing facilities, plant space, parking,
access and highways works.
 
This phased development was intended to be
capable of coming forward in distinct and separable phases and/or
plots in a severable way.
 
This was a major planning application that
affects the setting of listed buildings and is accompanied by an
Environmental Statement for the purposes of Environmental Impact
Assessment under the Town and Country Planning (Environmental
Impact Assessment) Regulations 2017).
 
 
Decision
 
The
Strategic Development Committee RESOLVED to AGREE:
 
1. the reasons for
approval as set out in the report and the Officer Update
Report;
2. refer the
application to the Mayor of London (the GLA) as a Stage 2 referral;
and
3.
subject to the Mayor of London (or delegated authorised officer)
advising that he is content to allow the Council to determine the
application itself; delegate authority to the Director of Planning
and Development to grant planning permission subject to the
completion of an Unilateral Undertaking under S106 of the Town and
Country Planning Act 1990 (as amended), based on the Heads of Terms
identified at Appendix 2 of this report and the Conditions listed
in Appendix 1 of the report
and the Officer Update Report.
