Purpose
This project focuses on pedestrian and cycle
improvements to the area to the north of Pudding Mill Lane DLR
station. This area connects the DLR station to the Queen Elizabeth
Olympic Park (the Park), the London Stadium and wider venues, as
well as providing a local route to the ViewTube café and
nearby Bobby Moore Academy secondary school. A key feature of the
project area is the Greenway; a cycle route and footpath located on
top of the above ground Bazalgette’s Northern Outfall sewer.
The Greenway connects Hackney Wick with Pudding Mill Lane and
beyond. It has largely landscaped embankments.
The project looks to create an improved, safe and pedestrian
friendly environment that would adequately serve the increased
footfall resulting from new developments on Marshgate Lane and
Pudding Mill Lane.
Decision
Decision:
For the reasons set out in
the report and its appendices Cabinet RESOLVED to Agree:
i)
To enter into an agreement with LLDC for the funding, development and implementation of the
Marshgate Lane/Greenway Links scheme as outlined in Section 4 of
the report. LLDC will provide total funding
of £2 million, secured from CIL, to fund the scheme, from
design to implementation.
ii)
To provide up to £0.5 million match funding
from the Active and Sustainable Travel Capital
programme.
iii)
For consultation to be carried out with key
stakeholders, residents, and businesses, to develop the proposals
and help inform the preferred option for the scheme.
iv)
For the design and implementation of the scheme to
be progressed on site in phases, according to the release of
funding.
v)
For the current agreement with Thames Water for the
Greenway and its existing ramps to be reviewed and necessary
changes made to enable the implementation of the scheme;
vi)
To delegate authority to the Corporate
Director of Environment and Sustainable Transport, in consultation
with the Cabinet Member for Environment and Sustainable Transport
to:

advertise all Statutory Notices and Traffic
Management Orders under section 6 of the Road Traffic Regulation
Act 1984; and make the orders after due consideration of any
representations;
·
approve the preferred option following due consideration of the
outcome of the consultation stated in (iii) above;
·
to enter into agreement with Thames Water Utilities,
LLDC and Transport for London to carry out works on their
assets/premises;
·
agree and finalise the details of the agreement
referred to at (i) between the Council and LLDC (noting the
requirement for confirmed funding to be in place prior to any works
commencing);
·
award contracts necessary for implementation of (iv)
above; and
·
take any steps necessary to deal with any incidental
issues arising from the decision.
Alternatives
Considered
a)
Do-Nothing – This option would not address concerns raised in
paragraphs 3.5 and would be inconsistent with the borough’s
corporate objectives of delivering improved road safety and
creating safer and more inviting conditions for walking and cycling
as outlined above.
b)
Partial implementation of the proposals - officers considered an
option whereby some elements of the scheme are implemented, and
others are not progressed. This option was not progressed as it
will not provide an improved and safer corridor linking the
northern and southern sections of the Greenway severed by the
railway lines and Pudding Mill Lane Station.
c)
In addition, with the emerging developments and
businesses in the area, there is a pressing need to future proof
the scheme and hence the need to progress the proposals discussed
in Section 4 of the report.
