Purpose

Authorisation to procure for the supply of
paperless permits (Cashless Parking Solution), using Eastern Shires
Procurement Organisation (ESPO) Framework 509 (LOT 3);
 
Cabinet to delegate authority to the Corporate
Director of Environment and Sustainable Transport in consultation
with the lead member for Environment, Highways and Sustainable
Transport to award and enter into the contract following the
relevant procurement exercise;
 
Cabinet to agree to the procurement of a
5 year contract worth approx.
£430,000 per annum, £2,150,000 over 5 years, with break
clauses in years 3 and 4 to ensure the Council gets value for money
and an option to review the contract after the 3rd year.

For the reasons set out in
the report and its appendices Cabinet RESOLVED to Agree:

i) 
The procurement for the supply of paperless permits (Cashless
Parking Solution), using the Eastern Shires Procurement
Organisation (ESPO) Framework.

ii) 
Delegate authority to the Corporate Director of Environment and
Sustainable Transport in consultation with the lead member for
Environment, Highways and Sustainable Transport to award and enter
into the contract following the relevant procurement exercise.
 
Alternatives
Considered
 

a) 
Option 1 - Do Nothing. Whilst ‘do
nothing’ is an option in theory, it is clearly an
unacceptable response as:

· 
The current air quality successful results would revert.

· 
The Council would not meet its corporate
air quality objective which would be a failing to our residents and
not a defensible course of action.

· 
LBN issued an Air Quality Management Area (AQMA) in December 2019
which covers the whole borough and places a legal responsibility on
the Council to take proactive measures to reduce vehicle based
emissions. Consequently, taking no action is not a defensible
course of action for the Council to take.

· 
If paperless permits are not maintained,
then all of the above would be at risk.

· 
A delay in approving the process would cause delays to the
programme  Implementation. This in
turn would have an impact on the continuing success of the Mayor of
London’s objectives contained in improving air quality
through schemes such as this. This is not just a Newham Mayoral
request but is a corporate objective and a Mayor of London
commitment along with central government objective. Newham must
endeavour to deliver its promise to its residents and business
users to reduce emissions in its borough.

b) 
Option 2 - Return to Paper Permits:

· 
Would increase Councils carbon footprint through printing and
issuing permits.
· 
Manually calculating emissions would cause errors.
· 
CRM system is now defunct, so a permit management system would
still be required
· 
Would increase risk of fraud and errors.
