For the reasons set out in
the report and its appendices Cabinet RESOLVED to Agree:
i)
To a competitive procurement exercise through an open tender
procedure for the delivery of the Adult & Young People’s
Substance Misuse Services for a contractual term of 5 years, with
an option to extend for up to 2 years (1 + 1).
Alternatives
Considered
a)
The following alternatives were considered and are not
recommended:

Do Nothing: The Council is committed to providing substance misuse
services. In order to continue to provide high-quality provision,
the Council must carry out a competitive tender to meet the
requirements set out in the Council’s Contract Standing
Orders and the Public Contract Regulations 2015.
·
Decommission: This is not an option. The council is committed to
continue to fund community Substance Misuse Services.
·
Insourcing: The Council is not equipped to provide Substance Misuse
services provision in-house. Additionally, the commissioning of an
independent service will encourage people to access support. There
is a vibrant provider market place locally and nationally with the
required expertise to deliver high-quality provision.
·
A framework with two or more lots for different service provision:
Splitting the contract into different lots (i.e. specialist and
non-specialist) may impact quality and would reduce economies of
scale. This would also lead to poorer outcomes for people due to
the increased number of transitions.
·
Grant Funded: The requirements of the service are very specific and
require contractual arrangements to oversee service delivery, which
would be outside the scope of a grant agreement.
