Purpose

The report outlines the reasons for the
procurement of a Main Works building contract for the refurbishment
of Canning Town Old Library. A key project in Newham’s
Levelling Up programme, the approval to proceed with the
procurement will facilitate one of the Borough key Regeneration projects.
 
Cabinet are asked to agree that the
procurement exercise, as outlined in the body of the report should
proceed and that authority to award the contract should be
delegated the Corporate director for Inclusive Economy and
Housing

For the reasons set out in
the report and its appendices Cabinet RESOLVED to Agree:
 
i) 
To approve the commencement of the main building
works procurement process for Canning Town Old Library
refurbishment, with an estimated contract value of
£6.9m.
ii) 
To delegate authority to the Corporate Director of
Inclusive Economy & Housing in consultation with the Lead
Member for Inclusive Economy, Housing Delivery and Climate
Emergency, Performance and Transformation to award and enter into a
Main Works Construction Contract with the highest scoring
contractor following a procurement process for the main building
works.

Considered
 
a) 
Not commencing this procurement exercise may leave
LBN at risk of losing a considerable amount of LUF funding, given
that the LUF grant funding is time limited and not proceeding would
cause significant delays.
b) 
LBN does not have the in-house construction capacity
to deliver a refurbishment of this nature. As such an external
procurement solution is required.
