Purpose
The report is about the Special Educational
Needs and Disabilities (SEND) and Inclusion strategy which outlines
the priorities that the Local Area Partnership aims to deliver from
2023 to 2028. The strategy has been co-produced with children,
young people, families, educational settings and professionals
working with children and young people, alongside community
partners. The new strategy sets priorities which will enable us to
improve the experiences and outcomes for our children and young
people with SEND.
The co-produced outcomes framework sets out
how our success will be measured, with a focus on ensuring all
children and young people with SEND in the borough are:
• as
physically and emotionally healthy as they can be
• have
good friends and positive relationships with their families and
people in their community
• are
supported to learn, earn and contribute to their local
community
• as
independent as they can be
• are
heard and included in decisions about their lives
The report is being submitted to Cabinet to
gain its agreement to adopt the SEND and Inclusion strategy after
following public consultation and extensive stakeholder
engagement.

For the reasons set out in
the report and its appendices Cabinet RESOLVED to Agree:
i)
To agree that the SEND and Inclusion
Strategy, as set out in Appendix 1, is adopted for
implementation.
ii)
To note that the Local Area Partners
including the Council and NHS North East London Integrated Care
Board will be responsible for the delivery of the Strategy once
approved by Cabinet, within the governance of Newham’s SEND
Executive Board.

the Local Area partnership, the Council is committed to
ensuring that children and young
people with SEND are able to learn, achieve and thrive within local
settings and communities.
