Purpose

Health and Care Space (HCSN) is a unique and
innovative joint venture between the Council and East London
Foundation Trust which builds high quality health and care
facilities/infrastructure within Newham.  In an environment where NHS capital funds are
limited, and the Council has the ability to borrow for capital
infrastructure, HCSN demonstrates what public sector collaboration
can achieve for the residents of Newham. 
 
Established in 2019, the partnership has
already delivered Pontoon Dock Health Centre, which has operated
successfully since February 2021 and already delivering a small
financial surplus despite not being at full occupancy. This report
submits for Cabinet approval the HCSN Business Plan 2023-26. This
will enable HCSN to proceed with its innovative activities in
collaboration with health partners, and will allow submission of
project Business Cases to the council to obtain necessary loan
finance.
 
The report further requests approval of the
Hartley Health Centre Business Case and revisions to the HCSN
governance process.

For the reasons set out in
the report and its appendices Cabinet RESOLVED to Agree:
 

i) 
The HCSN Business Plan 2023-2026 at Appendix
A, and the envelope for loan finance of £30m over that
period to allow activities of HCSN to proceed.

ii) 
To delegate authority to the Corporate Director for Resources to
approve that agreed funding amounts under approved HCSN business
cases be transferred as loan finance to HCSN under appropriate
contractual arrangements.

iii) 
The revised governance structure for HCSN at
Appendix B.

iv) 
The Hartley Health Centre Business Case at Appendix
C and the request for loan finance of up to £8.5m from the
£30m (recommended in (i)) to HCSN
to complete the Hartley Health Centre development.

a) 
The HCSN programme is proceeding on the basis of
previous approvals. The core programme focuses on projects with
prior commitment. Options for all projects are fully considered in
the process of business case development.
