Purpose
Cabinet approved investment of
£3,300,000 on 7th July 2021, to create a new library in
Plaistow in the Populo Living
development opposite Plaistow Station at 198 Plaistow Road, London,
E13 0FB. Within this was an amount of
£2,400,000 for building fit-out costs. This report seeks approval to invite tenders for
the fit out of the building in order to create a new library within
the space provided by the developer
Decision
For the reasons set out in
the report, Cabinet RESOLVED to AGREE:
i)
To undertake a tender exercise via Constructionline,
for the fit out of the shell and core space to provide a new
library for the Plaistow area, based on the 2021 estimated cost of
£2,400,000;
ii)
To delegate the award of contract to the Corporate
Director of Resources in consultation with the Cabinet Member for
Resources, including a tolerance of up to a 10% increase to allow
for inflation i.e. up to £2,760,000. Should tender returns be
above 10% a report would be presented to Cabinet for approval of
additional funding.
Alternatives
Considered
1)
Do Nothing - Not
recommended. The current site is small and
notsuitable for a
21st century library, there is no room for expansion to
create the community space required for the growing
population. In addition the lack of
space does not provide suitable opportunities for the range of
community activities and events that need to be programmed for
residents.
2)
Alternative Procurement Routes - Not
recommended. The Strategic Procurement
Team have recommended a competitive tendering process using
Constructionline as contractors have all been vetted. This will realise a cost effective and value for
money exercise is completed with the most competitive quote being
successful.
3)
Use of a Framework - Not
recommended. Frameworks will need to be
sourced and a joining fee is charged if the Council has not already
joined. In addition, suppliers are charged to join by the framework
provider and they pass their costs on to the
Council.
