Purpose

To procure ANPR CCTV cameras for Parking
Services to help improve air quality, reduce emissions and improve
road safety around the borough especially around schools using
moving traffic contravention implementation.

Decision

For the reason set out in
the report Cabinet RESOLVED to AGREE:
 
 

i) 
The procurement for the supply, installation,
support and maintenance of Automatic Number Plate Recognition
(ANPR) cameras through the Eastern Shires Procurement Organisation
(ESPO) Framework 628 (LOT 8);
 

ii) 
To delegate authority to the Corporate Director of
Environment and Sustainable Transport in consultation with the lead
member for Environment, Highways and Sustainable Transport to award
and enter into the contract following the relevant procurement
exercise; and
 

iii) 
To delegate authority to the Corporate Director of
Environment and Sustainable Transport to authorise the purchase of
additional CCTV cameras throughout the life of the
contract.
 
Alternatives
Considered
 
i) 
Do Nothing
 
Whilst ‘do
nothing’ is an option in theory, it is clearly an
unacceptable response as:

· 
The current air quality successful results would
revert

· 
The risk of collisions and serious injury to road
users may increase for walking, scooting and cycling.

· 
the Council would not meet its corporate
air quality objective which would be a failing to our residents and
not a defensible course of action

· 
longer term savings for the scheme build
and design will not be achieved

· 
LBN issued an Air Quality Management Area (AQMA) in
December 2019 which covers the whole borough and places a legal
responsibility on the Council to take proactive measures to reduce
vehicle based emissions. Consequently, taking no action is not a
defensible course of action for the Council to take

· 
If the existing cameras are not
maintained, then all of the above would be at risk
