Purpose
The
procurement exercise aims to procure a contractor to supply and
install secured cycle parking for Newham Council for a contract
duration of 4 years to increase active travel and promote
sustainable transport modal shift. The Council receives hundreds of
requests from residents, with outstanding requests currently at 500
as of November 2023. The Council aims to increase active travel,
improve public health and air quality and as a result seeks to
provide safer storage facilities for cycles.
The
contract will include maintenance of the cycle hangars.

Decision
For the reasons set out in the
report and its appendices Cabinet RESOLVED to Agree:
i)
To commence
the procurement process to appoint a contractor to install and
maintain secure cycle hangars (storage units) over a 4-year term at
an estimated total value of up to £4million, funded through
the Local Implementation Plan and the Active and Sustainable
Transport Capital Scheme. The Council
has also allocated a budget of £347,000. This commission would also include the management
of cycle hangar keys;
ii)
To evaluate
the tender submissions based on 40% quality: 50% price: and 10%
social value. The evaluation criteria will be specified in the
tender documents;
iii)
To delegate
to the Corporate Director of Environment and Sustainable Transport,
in consultation with the Cabinet member for Environment and
Sustainable Transport, the authority to award the contract to the
winning contractor following the conclusion of the procurement
process and tender evaluation stated in (i) and (ii) above;
and
iv)
That it is
proposed that the London Borough of Newham signs up to NHS SBS
Sustainable Transport and Infrastructure framework which would
enable Newham Council to run a mini competition (tender) through
SBS/10235 Lot 2 - Cycle parking and infrastructure
Alternatives Considered
Three alternative options were available and considered by the
Council:
a)
First, the
Council considered providing Sheffield cycle stands. However, the
risk of theft has discouraged many residents from cycling as many
good operational bikes are targeted by thieves.
b)
Second, the
Council could do nothing and encourage residents to procure secure
cycle stands individually. Although, this option may seem the least
expensive for the Council in the short term, the consequences of
the failure to proactively enable cycling via secure residential
cycle parking include stakeholder expectations not being met, and
wider corporate objectives regarding air quality and public health
not being achieved.
c)
Third, the
council could run an open tender to procure a contractor for this
project. However, this would require more resources and with the
council’s financial position facing challenges, this option
was not considered.
Therefore, these alternative options were not considered
appropriate.
