For the reasons set out in the report and its
appendices Cabinet RESOLVED to Agree:
i)
To approve the adoption of a new Operating Model for the Council
(attached at Appendix 1), along with the design principles that
will guide our future operations and service to the residents and
communities of Newham.
ii)
To approve the proposed Transformation Plan (attached at Appendix
2) to deliver the new Operating Model for the Council which will
deliver £13 million in savings (recurring).
iii)
To approve the business case and the overall budget envelope for
the one-off investment of £5.9 million required to deliver
the Transformation Plan over the next 3 years.
iv)
To delegate authority to the Chief Executive in consultation with
the Assistant Chief Executive, Chief Transformation Officer, with
assurance from the Transformation and Improvement Board, to agree
the release and allocation of £5.9 million funds to specific
programmes and projects as and when required, in consultation with
the Portfolio Lead Member, Mayor Rokhsana Fiaz;
v)
That monitoring of this programme would be reported to the
Mayor’s Strategic Oversight Board and included in quarterly
performance reporting to Cabinet including spend on programmes and
projects
vi)
To endorse the Council’s published Productivity Plan which
sets out the Council’s overarching context, delivery record
and priorities for improving productivity.
