The specification was based upon NLC requirements to ensure it met both the needs of the service areas and the corporate requirements.

Alternative options considered

Only 2 suppliers submitted responses following the YorTender process. Of those two suppliers, one was identified as being the preferred supplier in consideration of quality, economic and social value.
