Decision

To award the contracts to the three preferred
providers following a compliant procurement process.

Reasons for the decision

The contracts would meet the needs of the
authority and align with its priorities by generating a revenue
stream which can in turn be used to support other projects in line
with the priorities.
They meet the requirements of being the most economically
advantageous after a competitive procurement exercise within a
compliant framework and will enable the revenue stream to the
authority to be managed under compliant contracts.

Alternative options considered

Not to award the contract to the preferred
tenderers.
This option may put the authority in breach of Procurement
Regulations as a compliant exercise was completed and may attract
challenge from the suppliers on the framework.
The authority would incur further additional costs for the
re-procurement of this service.
4.2.3 Debt enforcement services would continue to be off-contract
meaning the authority is not obtaining the best value for money and
there is no legally binding contract to rely upon.
