Decision

To approve for the 96 and 97/97a services to
be put out for tender to an external bus operator from 29 September
2025 until the end of March 2027.

Reasons for the decision

This decision will allow for operational
challenges to be optimised by an external operator who has
flexibility to cover changes to the service delivery at short
notice and will allow the transition of existing drivers as part of
the procurement process.

The decision will ensure continuity of bus services in local
communities that can respond to change at short notice. The
availability of public transport enables residents to travel
sustainably and help contribute towards a clean and green local
environment.

Alternative options considered

To not authorise the contract award or look at
alternative transport options.
