Decision

To direct award a contract to partner with
North Lincolnshire to deliver the selective licensing scheme for
the wards areas of Crosby and Park and Town, designated in October
2024 and due to finish in March 2030.

The contract to be in place for 4 years, 7 months and 7 days.

Reasons for the decision

A business case has been developed to look at
the options for delivering the selective licensing scheme that was
designated with the agreement of full council in October
2024.

The recommendation of the business case was to use a delivery
partner to deliver the scheme which is due to go live in October
2025 and finish in March 2030.

There is only one organisation that provides the full range of
services required to deliver selective licensing, including the
administration of the application process, issuing of licences and
completing compliance checks.

Approval has therefore been sort to direct award to Home Safe to
act as a delivery partner for the North Lincolnshire Selective
Licensing Scheme. The scheme must be implemented in accordance with
the strategic timescales and statutory requirements set out in Part
3 of the Housing Act 2004, associated secondary legislation, and
Government guidance.

A direct award form has been completed in compliance with the
Council’s Contract Procedural Rules for covered procurements
and to meet the requirements of the Procurement Act 2023.

The direct award form has been signed by procurement, legal, and
finance.

Alternative options considered

Deliver internally but this would require
significant resource which may not be covered by the scheme fees.
We also don’t have the experience or skills to run this size
of scheme internally without additional support and advice, but by
using a delivery partner, the internal resource and experience can
be developed for the future.
